Vice President, Business Development for IT Government Services

TechFlow is searching for a talented and experienced Vice President to manage our business development capture teams and serve as a Senior Capture Manager. The VP will join and oversee our government services business development team. The Vice President will be responsible for identifying, qualifying, tracking, and delivering exciting opportunities for the company to pursue.  This is a hands-on position that includes the management of multiple capture teams and capture efforts.  The ideal candidate will excel at developing relationships, uncovering unique pieces of work, shaping discussions, and positioning TechFlow to be on a short list of preferred vendors. True business development is a team sport.  To shape opportunities, the Vice President will need to leverage and utilize company SMEs and contacts to create the ah-ha moments with clients. The right individual will flourish at networking and developing contacts both deeper within organizations, fresh at new agencies, as well as internally at our company. This individual needs to understand government bureaucracies and have a significant successful track record selling successfully into the government.  We are looking for a passionate, driven, and dynamic individual who wants to have a meaningful impact. Good people skills, team building skills, management skills, and a passionate drive for success are required.


  • Bachelor's degree (Master’s preferred) with a concentration in engineering, computer science, business, or equivalent degree with a minimum of 10 years of Government BD, capture, and marketing experience
  • Demonstrated track record of winning significant procurements
  • Demonstrated and proven skills in capture and management of BD opportunities
  • Demonstrated and proven success managing multiple capture teams
  • Demonstrated success and expertise with generation of strategic business development plans
  • Demonstrated success in leading capture/capturing Government contracts focused on IT application modernization, enhancement and development
  • Demonstrated success in interfacing with customers and building trust
  • Demonstrated experience in managing and mentoring BD professionals
  • Excellent knowledge and demonstrated success working with Government Agencies
  • Existing strong relationships and fantastic reputation among Government Agencies
  • Experience articulating strategic vision to board of directors and senior management

  • Develops and implements capture and sales plans including; identifying, screening and qualifying viable business opportunities and helps coordinate resources towards opportunities
  • Mentors and teaches effective business development practices
  • Develops "win" strategies for programs to be bid including; price, technical, management, and business considerations that separate the company from the pack
  • Prepares comprehensive materials and engaging briefings for customer meetings, senior management meetings, and board meetings
  • Participates in solutions development strategy sessions providing input based on specific customer trends, emerging technologies and evolving customer requirements
  • Provides realistic and informed bid/no-bid decision briefings
  • Builds and supports relationships with customers, partners, and suppliers that enhance new business opportunities
  • Represents TechFlow to potential and new customers
  • Represents TechFlow at designated conferences, workshops, and symposiums
  • Leverages new ideas and thinking into plans to grow the company
  • Adds value to strategic discussions and influences company success
  • Builds and manages teams of business development professionals
